Report Quality Analysis
- Report covered data from 2007-09.
- The 2007-09 report improves significantly on the 2004-2006 report.
- It provides detailed recommendations regarding discrepancies, and information on each company included.
- A diagram clearly explains revenue flows from companies to different government agencies and the SOE's role in the sector.
- The most recent report covers the mining sector, although responses are low.
- Total oil production, and quantities and percentages owed to the government are provided and disaggregated by grade of oil.
- The report includes reconciled information on in-kind and financial revenues, however, it is difficult to determine if the in-kind payments have also been monetized and added to the financial receipts. The financial value of in-kind transfers should be clearly stated.
- The report gives no indication of which revenue streams or companies are included or excluded. The only materiality clause in the report pertains to the acceptable discrepancy between government receipts and company payments.
